I figured because the capital of Florida is Tallahassee. Tallahassee is located in between the boarders with Georgia & Alabama.

It only makes sense for the capital (where the most people will be most likely) to be near a major resource that will be required for survival. The rest of the options either are referring to countries, or make no sense from what I can tell.

The state of Florida depends on Lake Okeechobee (Huge lake in the middle of Florida). But Tallahassee is about 4-6 hours away from it.

Doesn't mean it always is true, but your option you chose would alienate states towards the center of a country, as they wouldn't be near the border. Imagine you follow that rule and all that's left is a dessert wasteland, it's just not logical. Sorry for taking so long to hit enter, my dad was right behind me x'D

the location of any capital city is an historical artefact, because countries and states were formed a long time ago. in times when trade was conducted by boat, then water (rivers, leading into seas) was important. so, for example, Madrid is **the** car-crash of all capital cities. And, no accident, Spain never properly industrialised. partly due to no access to fossil fuels but also because it's "capital city" is in the wrong place. Barcelona would have made for a much better capital. in this age, access to bandwidth is as important as access to airports. it's complicated.
