This poster is trying to persuade the citizen that in order to win the war they must not say anything. The government is saying that if citizens tell information to their enemies they will loose the war. If your lips are sealed no one will know anything and they believe that is the key to winning the war.

They use logos: Essentially, 'talking will undermine the war effort' which is a logic based appeal. Spreading information = consequence Pathos is used as well, since the character depicted in the background looks like an evil man. Thus morality compels me to combat that evil.
