I think the answer is hasty generalization, because it wasn't Julie's fault it rains all the time and 'we' thinks it's Julie's fault

I would say post hoc, since they think that if Julie comes with them, it rains. The post hoc fallacy is Latin for "after this, therefore because of this". After we invite Julie it rains, therefore because we invite Julie, it rains.
