They had to simplify the equation. The equation is \(\large\bf{83.74 = \frac {1}{3} (3.14)\times r^{2} \times 5}\) We can't do anything at the moment to \(\bf{r^{2}}\) but we are able to simplify the numbers around. Everything is being multiplied so changing around the numbers won't change anything. \(\large\bf{83.74=\frac{1}{3} (3.14) \times 5 \times r^{2}}\) We would multiply `3.14 and 5`. \(\large\bf{3.14 \times 5 = 15.7}\) \(\large\bf{83.74=\frac{1}{3}(15.7) \times r^{2}}\) In which we now multiply by `1` then `divide by 3`. \(\large\bf{\frac{15.7}{3} \approx 5.23...}\) \(\large\bf{83.74 = 5.23333... \times r^{2}}\) That is how `5.23` is obtained.
