this is partly opinion-based but you would identify the highest value, the lowest value, and decide which intervals would be appropriate based on that in your example, the lowest # is 5 and the highest # is 35 so you could go up by units of 5, for example first interval: 5-10 second interval: 11-16 third interval: 17-21, etc. then, you would sort each data value into its appropriate interval and provide the corresponding frequencies
well they show the same data and spread, one of them shows the individual data points, the other one only shows how many fall within each interval
any thoughts? do you think the sample might be biased?

good, the sample is biased (people who use a swimming pool might more inclined to favor building a new pool) so the sample might not lead to valid inferences
I'm not exactly sure what they're looking for here but since the variance is small compared to the mean, making predictions is valid/can be done? :S
the entire population of flying squirrels is too big to measure so a sample must be taken. if the sample is representative of the population (not biased), statistics about the sample can be used to draw conclusions about the population
