Like your other question, I think we need to identify a 'government-based effort to improve resource use and management' before we can even think about writing about it. Luckily, this is pretty broad. Just domestically, you could talk about welfare policy, tax policy, even something like a public construction project could be argued to 'improve resource use'. The topic can be as large or as small as you want it to. You could even use something that's affected your own life. If you ask your parents about their tax returns, for instance, that's an example of the government redistributing resources.
