There are a lot of clusters in metropolitan areas like Washington D.C., New York City, Boston, Chicago, San Francisco, and Seattle. So, we can probably rule out 'farms' :p I'd want to say something that's pretty common, like maybe libraries, banks, or hospitals? I think Pixel's guess of landmarks is pretty sound, but I'd also like to know more about the question and the context of the assignment.
Actually, I notice that there are also pretty big clusters in the Caribbean islands, Hawaii, and Florida, particularly the Key West region. These are all pretty big tourist spots. So, I'd wager landmarks or tourist attractions or something similar to the like.

You know, the only context I have for this map is the title of the site "The Living New Deal", so maybe the dots have something to do with the Franklin Delano Roosevelt's New Deal of the 1940s? Part of that legislation was the Works Progress Administration, which focused on public construction projects, like roads, bridges, state parks and the like. Maybe the dots mark locations of work done under the New Deal, via WPA or any of its other facets, like the Tennessee Valley Authority?
