It was important to determine who would be in control of the reconstruction of the South as the executive branch and the legislative branch had many different ideas to express.The legislative branch was in favor of protection of the newly freed slaves and their rights whereas, the executive branch was against this idea and was in favor to leave them alone and let them protect themselves from the southern whites.
