I like the idea of a fourth branch of government, as when these agencies, commissions, and boards are created, there are many issues of interloping responsibilities. Checks and balances must be done on these agencies. Even though the U.S. Constitution does not provide for this 'fourth branch,' allowing the people to in affect create these, makes them valid.
