sorry this took so long but "foci are 8 feet from the center" implies c = 8 this is a vertical ellipse so a will be half the length of the vertical axis, so 2a = 34 making a = 17 solve for b, then double it to get the length of the other axis then for eccentricity simply calculate c/a
