Can this idea be scientific? No, because different outcomes each time can lead to pseudoscience. Yes, because all steps are characteristic of scientific ideas. No, because peer review leads to bias. Yes, because the scientific method was followed.

Process of elimination. Peer review is quite scientific, as this allows for other scientists to verify the work done by someone. So we know the answer isn't C.
