Like a diary or something
Basically it's directly from the source. A diary by Ben Franklin, or a transcript of an interview with Winston Churchill is an example of this.
Secondary sources are when someone who has not experienced the event, talks about it. A popular example of this is articles. That rules out one of our answers.

Hmm, I agree with you on C because it's asking for the "BEST primary source" and testimony before Congress is arguably better than statistical data. Risky since it can be subjective, as far as which one is better, but...they are both good primary sources.
Testimony would be better though.
