Policy is basically 'lets do this' and then bam legislation is made and now we're actually doing it. Tax policy. Let's tax the the rich! Progressive tax -> tax rich more, tax poor less. Bam. Tax policy.

National/Federal - Big boys. This is Congress, President, and the Supreme Court. They rule over the whole nation. State - These are your governors and state legislators(basically a mini Congress with a Senate and House of Reps of their own) and state courts. Local - Mayors and town councils, things of that nature.

You have to frame your response in terms of (1) how it is an example of a policy and (2) what level of government it is. You're good on (2), and you can just put national.

"The term policy is an idea that has been official." I don't like this definition. Mostly because policy sounds formal but it really isn't. That's why I joked about lettuce. I mean a lot of the times, politicians create policy and it's like "what the heck, how did he get elected." Also, it would it "that is official" not "has been."
You could recycle their definition: Policy is the course of action which the government takes on behalf of the people.
Or.. Policy is the objective by which the government pursues with the people's interests in mind.
