I believe the confidence interval is at 90% because it says nine times out of ten but i don't know how to find the margin of error

it's been a while since I've done this but: since the range given is "within 5% of 75%" the margin of error would be 5% and the confidence interval is just (75% - 5%, 75% + 5%)
