A hierarchy is basically 'who is the boss.' That's the person on top. The judicial branch is supposed to interpret the laws, as well as the Constitution. Therefore the most powerful court would have the final authority.

what does jurisdiction mean
It basically means the power that some entity has over an area. For example, as a QuestionCove moderator, I have jurisdiction over the entire site. But it doesn't extend beyond that, for example, to another site like YouTube.

Some times it's geographical, like police officers only handle cases in their districts or counties for example. In other cases it's more conceptual, like a court only handles certain types of cases. A court of appeals only handles cases that have been appealed for, and a state court only has jurisdiction over crimes in their state. This seems geographical, but if a federal crime is committed, the U.S. District Court would handle it.
