I don't know the story in question, but we can make some inferences since we know we're looking at the 'resolution'. The conflict supposedly comes to a close, with this excerpt, but choices A and B describe the development and beginning of a conflict, respectively.

If you think the excerpt is more descriptive, then I would choose A, since that answer mention's the author's use of description. If you think the excerpt is more related to the plot of the story, I think B would be a better choice.
