I don't know the story in question, but we can make some inferences since we know we're looking at the 'resolution'. The conflict supposedly comes to a close, with this excerpt, but choices A and B describe the development and beginning of a conflict, respectively. Of the remaining, choices, which do you think most closely brings the conflict to a close?

Oh, well, B says that Bob's conflict is described for the *first time*, so that doesn't really sound like the resolution to me. That is, unless the story revolves around the mystery of Bob's inner conflict.

Depending on the context, I think either choice A or B could be valid. If you think the excerpt is more descriptive, then I would choose A, since that answer mention's the author's use of description.
