I would be tempted to say that 'negligence' is the best answer, since the situation involves someone being put at risk of harm due to someone else's failure to respond or take appropriate precaution. The only other answer choice that might work would be 'strict liability', but that usually only applies when someone is performing an action or in possession of an object that is overtly dangerous, like brandishing a firearm. While doing nails at a stopped light is certainly irresponsible, I'm not sure that it falls under this definition (but some would probably disagree with me on this)
