When you have two substituents, the more activating group takes priority for placement of the new thing. So|dw:1536240737425:dw| where I drew the X wouldn't happen even though it's ortho to the more activating group (the OMe) because of steric hindrance Para to the OMe would be your main product, but you'd still get some ortho to the OMe

So when you have two substituents, the product gets placed based on the more activating and OMe is clearly more activating compared to NO2
