This question has two parts. What point of view is used in this excerpt? What is the effect of this point of view? Steve knew his argument with Benjy had been foolish, and he just wanted it to be over. Why does he have to be so stubborn, sitting there with his arms crossed? Steve thought to himself. For his part, Benjy was thinking much the same thing. He couldn’t even remember what they had been arguing about. He wondered how long he would have to wait before Steve stopped acting so foolishly.

Seems like third person omniscient considering we are addressing all characters by their name, but we know their thoughts. Generally, this perspective is used to help us understand how each character thinks, so that we can see both sides of the situation at hand.
