https://www.wikihow.com/Construct-a-Line-Parallel-to-a-Given-Line-Through-a-Given-Point This one looks a bit more extensive, but basically you first draw a line perpendicular to line r through point x, then you draw another line perpendicular to the second line, through line x. And that line will be parallel to the original line. I think the pictures in the article will make it easier to understand.
