So its -1/2x+3= y

That is \[Ax + C = By\] Also, you just flipped the equation. You need to move stuff in order to get it into the right form.

So if I had the form: \[3x = 5y + 7\] In order to get it into Standard Form \[Ax + By = C\] I would subtract 5y from both sides \[3x - 5y = 7\] Thus completing it in Standard Form
