ehhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhh I hate extended response. The quote means that Liberty allows others to abuse their liberty. Example: their right to protest, but protesting for an obnoxious reason, like poor weather. And then I doubt I have to explain why abuse of power endangers liberty. I think there are plenty of alleged police brutality reports.
