THAT explains it. If you're on chrome search the 'Browsec' chrome extension (or you search Ultrasurf')

basically they are VPNs

Yeah sorry. The only other idea I can come up with is
1. Get a VPN app on your phone
2. Enable hotspot
3. Connect to that hotspot from the computer

If you can take the computer home, the install a VPN when u get to your home wifi.
