This is talking about judicial review. Basically, the role of the U.S. Supreme Court is to interpret the Constitution. Through that, they can declare acts by Congress and the President as unconstitutional, essentially nullifying them. This pertains to legislation passed by Congress, and when it reaches the President's desk, they can also nullify it after it's been signed into law. They can also declare executive orders done by the President as unconstitutional.
