i can't really stay long today but you should start by taking the derivative of f(x) = -x^3 + 7x^2 - 13 then plug in x = -2 to get the slope from there, you also have the point (-4,5) to pass through, so take your slope from before, plug the slope, x, and y value into y = mx + b to find b, then re-write the tangent equation in y = mx + b form
