For the first question, which asks you to estimate the area of Louisiana, I think the best method would be to separate the shape into smaller, more regular shapes. For instance, the top of the state could be a rectangle, the middle part could be approximately a trapezoid. The bottom part is a bit tricky, but you can break it up into multiple smaller rectangles to get an estimate.

For the second question, you'd just have to test each of the lines to see if any of them are perpendicular to each other. As you may know, perpendicular lines have slopes that are the negative reciprocal of each other. You'd be able to find the slopes by taking the differences between the y-coordinates over the differences in the x-coordinates. Alternatively, you could draw the shape out, to make it easier to visualize
