I think the third option, "People could be worried whether they will affect their jobs and businesses" would be the best answer. A treaty can actually be for the purpose of forming foreign alliances, so the first option is out. Foreign treaties mainly deal with foreign policy, but they can have an effect on domestic policy as well, which disqualifies the second option. And the fourth option, people don't care about laws that are passed, I would at least hope is false.
