It seems to me that the second option would really help the farming industry as a whole. I'm just not entirely sure how related "migration from the country to the city" is related to "constructing machinery" to help yield crops. The fourth option seems more related to migration, and I guess it would also benefit the farming industry, so that's what I'd go with
