but from what I remember the Bill of Rights were added because the original constitution had very little in the way of citizen's/individual rights, so the Bill of Rights was created to specify individual rights like freedom of speech, assembly, etc. to protect people against oppression/exploitation from the government

If I understand correctly, federalists supported strong federal government and argued that the Constitution, alone, was a sufficient template for government. The anti-federalists, by contrast, thought that the Constitution did not do enough to protect individuals' and states' rights. It was due to the anti-federalists that the Bill of Rights was added to the Constitution.

So, amendment 9 says "The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people." Basically, this means that if the rights of the government (as described in the Constitution) conflict with the rights of individuals, then the rights of individuals would override those of the government. Amendment 10 says "The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people." That means that, basically, any government powers not specifically given to the federal government in the Constitution become powers of state or local government.
