close, it would be "one range value for each domain value" since every input must have a distinct output, but the output values can be repeated for multiple input values

Vocaloid:

so, like (0,0) and (1,0) is a function (every domain gets one range value) but (0,0) and (0,1) is not (each domain value has multiple range values)
