so, the vertex would be a maximum since it's downwards

Well actually. It's a minimum. if you go left of the vertex, it goes up. if you go right of the vertex, it also goes up. So the vertex is not the highest since it go up even higher. The graph does not go below the vertex, so the vertex is the smallest y-value of the graph.
