Greece had city states. Their economy was already terrible so certain city states held more power (Athens, Sparta) due to having more ideal grounds for farming and/or shipping lanes. Thus, other city states depended on the more, and these city states could exert 'dominance' over other city, states.
It's just a hierarchy whereby one state holds a position of control over another state.
@Shadow thanks so much! would an example be how men tell women how they are so much better at cooking/cleaning so they must do those tasks although they are capable ?

It seems gender studies identifies 'hegemonic masculinity' as being the "pattern of practice" for men exerting dominance over women.
Or rather, what allows it to continue.
