This is VERY late and I'm sorry that no one has helped you so far. If you have answered it that's great! If you have not then here It is hard to implement the new laws that came after the Civil War, particularly in the south. They still declined to treat blacks equally. Things like The Black Codes and the Jim Crow Laws (which didn't come until much later) kept blacks beneath them, even if they weren't legally supported. So, despite the new changes, blacks wouldn't be completely equal until the Civil Rights Movement in the 1960's. If you are turning this homework into a teacher maybe change a few words in this paragraph just cuz
