Well, taking a quick look at the stories, it seems like Tessie in "The Lottery" is in danger because of the lottery itself. She happens to have the bad luck of drawing the one marked paper, which means her life is forfeit. Bob, in "After 20 Years" is in danger of losing his freedom. He has broken the law, but he wants to keep his promise to his friend, even if it puts him at risk. I think the situations of both characters are fundamentally different; one loses their life, while another goes to jail. You should be able to find some similarities and differences in the characters' reactions to their situations, for Tessie, after she finds out that she has the marked paper, and for Bob, in his interactions with the officer.

Bob doesn't have much of a chance to react once he realizes he's been placed under arrest, but from the context we can tell that he knows he's wanted and he knows that coming to New York is a risk, but does so anyway. When his hand trembles at the end of the story, it's less out of fear from going to jail but more from the realization that he did meet his old friend Jimmy and was, in a sense, betrayed by him. We know that Bob holds a very high opinion of Jimmy and went to great lengths to keep his meeting. Of course, it's up to the reader to interpret what's going on in Bob's mind at the time.

I think there's a lot of quotes about Bob's behavior that show that he doesn't really care about the danger involved with going to New York, if it means he gets to meet his old friend again. Of course, he still has some sense of self-preservation; when he sees the police officer, Bob is quick to assure him that he means no harm. As for Bob's feelings, he states that all the trouble and risk he went through would be worth it if it meant he could see his friend again. He also reveals some emotion when he reads Jimmy's letter to him at the end of the story and his hand starts trembling, although what emotion that was is up for interpretation.
