Both one and two are correct, but one is probably more correct. 
As CPUs (Central Processing Unit) and GPUs (Graphics Processing Unit) get more advanced, performance is increased, and the experience of games are able to become more detailed, and better graphics are able to be introduced as hardware is able to handle it.
