good so then we take y = a(x-h)^2 + k plug in the vertex (h,k) to get y = a(x+2)^2 - 3 any ideas about the sign? since the parabola is facing downwards should a be negative or positive?

no, you shouldn't need to when the parabola is facing downward the sign in front is negative so your final equation is y = -(x+2)^2 - 3
