Parallel lines have the same slope. Perpendicular lines have a slope that is the opposite reciprocal. So if the slope is 2/3, then a line perpendicular to it would have a slope of -3/2 A line that is neither parallel or perpendicular has a slope that's not the same or the opposite reciprocal.
