I think it means when the laws that the country makes have discrimination. Like if a country discriminates against anime-lovers, they'll make laws like "anime-lovers will pay more taxes than normal people lol" or if a country discriminates against people with black hair there could be a law like "people with black-hair are not allowed to vote". Discrimination basically means separating people based on something.
An example for a real-life scenario would be like racism and sexism.
