I'm not so sure but, you could start by researching about what it was like during that time, write the facts from your research down, then I guess after you have all your facts written down about the similarities and differences and everything organized write your draft down. tell me when you do. or show me the finished product. Essentially it wants to know the differences between the Confederate south and the Union North before the civil war occurred. I think a good point would be noting the activities of slaves in each, being that was a main point of the war.
You could actually make a whole paragraph just on that, actually.
It would fall under the social structure category. Remember that the Confederate Side was pro slavery, unlike the Union Side, which was much more lax in that area, while some still supporting slavery, just not quite as.....aggressively

This meant that they supported the idea of wage-labor versus slavery; also they opposed the spread of slavery into Western territories, The North was very industrial. #2 The South's economy was based on slavery. Southern men believed that it was essential to their liberty to maintain slaves. The South had very little industry and was almost entirely an agrarian region. #3 The Western Territories were fought over between the North and the South for influence (whether or not they could bring slaves with them as settlers. Look into Missouri Compromise," Nullification Crisis (when South Carolina attempted to secede from the Union)," "Compromise of 1850." This what I got so far.

Pretty good so far. Maybe beef up the first and second paragraphs with some related facts, such as what exactly the north and south produced for the first, and add the fact that most runaway slaves fled to the north to escape their enslavement in the south for the second one.
