Both sound right to me. Did some research and is turns out to be the formal usage, with are being an uprising due to people making sense of the two options as being plural, and thus 'are.'

Just to clarify... Is: formal usage are: informal usage

The words that come after "neither" are just extra noise in the sentence. Look at the wording. "Neither --- nor --- (is/are?) adequate...."
