When is the best time to stretch during an exercise routine?
Well, you always want to strech before an exersice routine, just in case. ^^
There is some evidence that regular static stretching outside periods of exercise may increase power and speed, and reduce injury. The best time to stretch is when the muscles are warm and pliable. This could be during a yoga or pilates class, or just after exercising.

Well, if you don't strech before exersice, you could risk some muscle damage...we don't want that to happen, so it's wise to do so before and after.
In the beginning before you start exercising because you don't want to tare up a muscle
