Well, according to this paragraph, the claim is hidden around the middle of the paragraph. One would think it would be the first one, however, this is quoted, so it isn't the author's thought. So this would most likely be "Without strong reading skills, it is difficult for people to hold jobs and become productive members of society." It has all the things a claim needs.
