Update: I found out i screwed up the redstone wiring with the dark-blue wire but now I fixed it and it's behavior great now lol

The 3-8 decoder literally just iterates through 7 states. I realized I didn't even need a 3-bit counter or a decoder, I coulda just had a repeater going through every state smh why did I made a 3-8 decoder
