Do I reference the sources I'm using in my essay if I'm making a Works Cited Page? For example, Do I write, "According to an article from the NY Times.." if I'm sourcing them in the WCP?
Yes. You are expected to make in-text citations to indicate where specific pieces of information are coming from, in addition to the Works Cited Page.
You don't necessarily have to write "According to _______ source" every single time as this can get repetitive and clunky. If you're planning on using the same source for multiple sentences, you can use a parenthetical citation Ex. "A 2018 survey by the Guardian indicated that chocolate is the most popular ice cream flavor. The next favorite flavors are vanilla and butter pecan (author name, 2018).

Would I say "According to SAMHSA..."
yeah that's fine if you wanted to be a bit more specific you could say "The 2014 National Survey on Drug Use and Health conducted by SAMHSA states that...."
