For Question #23 it's between A and D, but I think the latter edges out since newspapers and magazines are likely more conducive to an argument with encyclopedias being better for a discussion.
Also, look at the language. Arguments are usually things that you "feel strongly about" contrasting with interests being more of a mere discussion.

Lets segment it into Person A and Person B Person A -We need to cut the libraries budget to fund this recycling program Person B -We don't need to cut the libraries budget as it is beneficial for the community -Instead of reducing the libraries budget we can delay the changes to the recycling program for a year I think it is between A, B, and C. Person A is making a claim, not a counterclaim. Thus to be refuting a counter claim would be false in my opinion. B and C can be tantalizing since there is emphasis of Person A's argument/position but I believe Person B is only doing so to introduce his/her position that what they ought to do is delay the changes to the recycling program. Thus A seems like the probable answer.
