21.5 kg is the correct simplification.
Hecto means hundred so 15 hectograms mean 1500 grams which is the same as 1kg + 5hg or 1kg + (1/2)kg

It's totally okay to use references for these. But it is common knowledge that 3ft = 1yd 12in = 1ft
So if you have to express everything in terms of yards, then first convert inches to feet. Then feet to yards.
