I responded with "no" due to the lack of security. If the app gets hacked, your account gets hacked and not only will you end up with an empty account, but also risk getting private information stolen. The security isn't even safe on the own bank sites/apps. So I wouldn't recommend such app. I have a feeling I misunderstood the question, butt it didn't lemme reread et. e.e
Thanks for the responses. @Elsa213 I did write "safely" on the question, meaning it couldn't be hacked or anything. This is all hypothetical, however.

What would the extent of monitoring be? Only observing payments coming in and going out? I assume this requires some access to these accounts.

Are you aware of any current government programs and/or private entities(at your permission) that can request financial bank records? I checked and apparently the Social Security Administration can.
This is a mock presentation for a business class, sorry for not mentioning that earlier. Honestly, we could make a proposal presentation for a space station if we wanted to, I doubt this app would actually become a real thing.
I know. I am only curious about the ramifications. I admit to the usefulness of such a program, but for one entity to be able to request financial records from all of your accounts can be abused. Nothing is safe from human ingenuity (hackers).
