once the stimulus causes the threshold to pass then it will go from resting potential to action potential. so that means that a neuron cannot ever fire "partial" action potentials, it can either fire or not fire.
for a typical neuron i think the membrane potential is like -70mV and it needs to reach -65mV to fire
