\[\large\rm F=\frac95C+32\]If you want to isolate the C, you need to "undo" all of the stuff being applied to the side containing the C. You're trying to get all of that stuff off of it. Start with the simplest operation first. Since 32 is being added to C, subtract 32 from each side, \[\large\rm F-32=\frac95C\]

To "undo" a fraction, we can multiply each side by it's reciprocal, it's flip.\[\large\rm \frac59\left(F-32\right)=\frac59\cdot\frac95C\]
