Demosthenes doesn't need the Athenians to decline to do anything that they ought to do or depend on their well being to the hands of others that could be their adversary. To him, it's an indication of weakness. The appropriate response is Demosthenes cautions Athenians not to be innocent and to be set up for any conditions.
